ONPA designed the ENRC as a replacement for the aging and overpopulated Remand Centre in downtown Edmonton. This facility is the largest and most technically advanced of its kind in Canada. It includes 5 general population pods, 1 segregation pod, and 1 medical/mental health pod. The facility has a population capacity of 1,947 inmates, with the possibility of adding another 3 pods and another 864 inmates.

The initial construction, including areas for admission and discharge, administration, food service, and laundry components, was designed for a population of 2,807. Technically advanced with 48 video court booths and sophisticated security hardware systems, the ENRC fulfills all of its security and processing requirements while fostering rehabilitation with its multi-purpose program spaces.
